Is a iPhone any good without a plan? I ask because I would want to test apps on it, or would a iPod touch work instead?

If you want to test apps on any Apple device, you will need to pay Apple the $99 annual fee to do so.
Is that what you mean?

11,151 PointsYou can test sites if you have wifi enabled and can hop on a network. Also, if you are doing swift/app development you can see how they will look by registering with to your developer account and load the apps on to the phone.
So short answer, yes it is definitely still useful for testing. You just can't download from the app store to it if you do put up an app.

Courses Plus Student 26,867 Pointsyeah, iPod touch should serve as a good testing device if You don't wanna bother with getting an iPhone, because they're running the same OS afterall, unless your apps make use of some functions that iPod touch doesn't have, say, making phone call, then you would probably need an iPhone as testing device.
