Is it easier to only use relative measurements so I don't have to make many adjustments to make my project responsive?

It's my understanding that em is usually most helpful if you want to set a value of something relative to its parent. Otherwise - yeah, rem seems to make the most sense to use. Like I said, I believe em is mostly just a convenient way of keeping things very relevant within a parent element.
