Is it possible to have multiple arguments in a :not pseudo-class?

For example:

div:not(:empty, [id*="foo"]) {
    background-color: tomato;
}

You can chain them, but not nest them.

/* Will work */
div:not(:empty):not([id*="foo"]) {
   background-color: red;
}

/*will not work */
div:not(:empty, [id*=foo"]) {
   background-color: blue;
}
