Is there any penalty to switching tracks if I'm curious to see what's on a different one?

I'm slogging through the web design track, and am really curious about the Ruby track. Do I have to finish up web design, or can I leave it for now and come back later?

No there is no problem if you switch tracks!

There is no penalty at all! Feel free to switch between tracks as you please.

No there isnt , teamtreehouse is a resource for you to learn and points are motivating for you . The only penality is if you learn about it and swich so if you learn eg HTML CSS and some JS and PHP but u need another eg 6months to do a fully developed website like facebook and you swetch , you will forget about some of it and well it wont be nice for you because you put effort learning there and time .
