Haven't you deleted anything from html?

<!doctype html>
<html>
  <head>
    <link href="styles.css" rel="stylesheet">
  </head>
  <body>

  </body>

Your HTML file is missing the <body> tag. You also have to link the CSS file to the HTML file in order to style the code.

<!doctype html>
<html>
  <head>
    <link href="styles.css" rel="stylesheet">
  </head>
  <body>

    <p>Welcome to My Web Page!</p>

  </body>
</html>
