Isn't it considered "implementing" when declaring the *_predictions variable inside the header file?

I do not get why we should declare the variable in the header file? I tested declaring it inside the implementation file and it works fine? Is it best practice?

I just feel thrown off when seeing the declaration and the curly braces in the header file...

declaring variables in the header file lets them be seen and accessed by other classes (similar to a public variable in some languages, though not exactly). if you declare it in the implementation the variable can only be accessed within that class (similar to being private
