Meta tag not working in device emulation

I was following the video and got to adding <meta name="viewport" content="width=device-width"> but it wasn't applying my changes when I used the chrome dev tools device emulation. After asking on Slack I found out that I needed to add initial-scale to the tag like this <meta name="viewport" content="width=device-width, initial-scale=1.0">

Is the video just a little bit out of date or should I be looking for other issues in my code?
