Mobile vs. Desktop Browser - elements different sizes?

Hello - I don't really understand this point of responsive design -

I have an html element that I want to appear at a fixed size (from the perspective of the user) say, about 10x10cm. So I define this in pixels and then have a responsive design where I switch between 1 col layout to 2 then 4 as browser window increases.

This works fine when I'm changing the size of my desktop browser, but when I use google dev tools to simulate an iPhone, it automatically displays the elements as really small with a four col layout ! So how can I get my mobile device display to look the same as my small desktop browser display?

if your styles change when you scroll widths in the browser and then in dev tools does not change, I would look into your meta tags. Google meta tag responsive, and you should find the meta tag that you need.
