I understand step one and completed that step correctly. I'm confused by what is being asked in this second part... Could someone explain?

Your code is correct. Just remove the last line.
You are already updating the sum inside the while loop.
let numbers = [2,8,1,16,4,3,9]
var sum = 0
var counter = 0
// Enter your code below
while counter < numbers.count {
sum += numbers[counter] // compute sum
counter++
}
To test this, you can just look at the results in the Playground in Xcode.
