No closing tag in config.php???
I would like to know the basic reason the tag in not closed in config.php. Also i heard that its a good practice. Does that mean we should not close tags in any of our files or only in config.php ???

When writing a file that is pure php ( in other words no html or other language) not having the closing php tag is considered best practice. The closing tag at the end of a pure php is considered optional and omitting it can be useful because it helps remove whitespace and new line characters from the codes output. Look here and here for more information.
