No closing tag in config.php???

I would like to know the basic reason the tag in not closed in config.php. Also i heard that its a good practice. Does that mean we should not close tags in any of our files or only in config.php ???

When writing a file that is pure php ( in other words no html or other language) not having the closing php tag is considered best practice. The closing tag at the end of a pure php is considered optional and omitting it can be useful because it helps remove whitespace and new line characters from the codes output.
