iOS Swift Closures Functions as First Class Citizens Capturing Variables

Outer function variables

Could we call the variables of the outer function static? It seems like it behaves similar to a static variable in Java.

Well kind of, but not really... if you were to call the function itself repeatedly, the variables would initialise every time. The "static behaviour" only occur when accessing the function in a closure. Does that make sense?

I guess it's all about scope - which in the case of closures is kind of "on the fly". Java do, btw, provide syntax for closures as well.
