PHP regarding SEO

Hey folks, it came to my attention that in all the conversations these days on SEO, that rarely if not at all, do those conversations talk about PHP forums leading to improving SEO results. I suspect that they must in some way, but was contemplating the necessity of having a PHP forum versus just having a very active WP blog. Any thoughts on the matter?

The same rules apply to fourms as other pages, that is 'relavent content' followed by authority, popularity, backlinks etc
