You've got the right idea, but you're using the wrong character for an escape sequence. The code above has a slash (/), but what you need is a backslash (\):

        return "\"" + phrase + "\"";   // like this - OR
        return '"' + phrase + '"' ;    // you could also use characters instead of strings
