Java Unit Testing in Java What to Test Ruler of rules

Ruler of rules challenge says "Bummer: wrong message" however ...

Ruler of rules challenge says "Bummer: wrong message" however the JUint documents says expectMessage() will take either a substring: "Adds to the list of requirements for any thrown exception that it should CONTAIN string substring" or a interface matcher "Adds matcher to the list of requirements for the message returned from any thrown exception." https://junit.org/junit4/javadoc/4.9/org/junit/rules/ExpectedException.html#expectMessage(org.hamcrest.Matcher)

<code>thrown.expectMessage("part of string");</code> will pass if <code>thrown.expectMessage("full part of string");</code> passes

I might be missing something else here, but I can't check I think the out put is broken I can't get it to return anything.
