Second challenge - target with matching ID

Javi Pérez has asked the question a while ago, but looking over the replies I still don't get why the acceptable solution for the challenge is

:target {background-color: tomato;}

when from the video and the challenge itself, I was assuming something like this should be used

:target([id="#"]) {background-color: tomato;}

Does the nature of :target is just meant for #, so there is no need to specify it just then? But, when going to some other targets, besides #, you got to go into the details?
