sqlite3 .open command

In the workspace for PHP & Databases with PDO Introduction that I am using sqlite3 has no .open command. Hamilton Paulk has it available. Where is it for me?

The notes indicate that .open isn't actually implemented in workspaces. Instead, we can attach the database file at the same time we start SQLite by typing this from the console:

sqlite3 database.db
