Theme vs Theme Framework

Is the Jupiter WorPress theme a theme framework like Genesis or is it just a theme?

Just looking at the Theme Forest page on the Juniper WordPress theme

I would say this is more of a theme, rather than a framework like genesis. I have worked with different theme forest themes, they a bit inflexible when you want to make a child theme or code changes. To me, theme forest themes are typically geared towards someone that wants customize a theme via a whole bunch of settings in the WordPress dashboard.

Where as a framework, is more open to customization. Genesis is easy to child theme and make code changes. It may not have many bells and whistles as Juniper, but to me that is a good thing, since it means it is ultra flexible and you can customize to exactly what you want. (Rather than just having a bloated theme and using only 1/4 of the features in it)

Also just the pricing structure display kinda indicates it is more of a theme than framework since they charge for each site that the theme is installed on. One purchase can use genesis on unlimited sites.
