Try/catch error is not making sense

error CS1525: Unexpected symbol `catch'.

What am I doing wrong?

Program.cs 
int value = int.Parse(Console.ReadLine());

if(value < 0 || value > 20)
 {
    throw new System.Exception();
 }

Console.WriteLine(string.Format("You entered {0}",value));

{

catch(System.Exception) 
Console.WriteLine("Value is out of bounds!");    

}

A "catch" can only be used with "try", but there's no "try" in this code (yet!).

Also, be careful about where the braces are placed.

I get this error:

I entered "2" but nothing was printed out. Make sure to write the message to the console.

In addition to the success message, the "try" must enclose all the code where the conditional test is done and the "throw" occurs.
