Unknown USB Device (Device Descriptor Request Failed)

When I plug in my Moto G Play to my Windows computer, The computer sees the phone as an "Unknown USB Device (Device Descriptor Request Failed)". I cannot install a driver as Windows says "The best driver for this device is already installed." Any ideas?

Did you search for an ADB driver for the phone? Windows won't necessarily look for one if the generic USB driver is enough for "normal" use (importing pictures and transferring media).
