What's the W3C's baseline standards?? I know the CSS3's baseline is 2.1 but not sure about HTNL5 and CSS3's add-ons.

I'm sorry but I still don't get it. I don't think I've heard of baseline used before regarding the specifications. css3 and css2.1 are just different levels of css.
Is your question about how the standards process works? Please try to clarify what you mean by baseline or try to say it in a different way.
