Web site template best route

Im looking at building a store web site, I'm just thinking what the best route to go down for templates is it HTML or PHP. Any input on pros and cons??

You can build out your site templates using HTML and then adding the PHP code to load your <header> and <footer> sections for each of your pages. Then, you can add your content for each page using HTML. If I were you, I would consider looking at an established framework such as WordPress simply for the fact that the HTML/PHP is already established for you. Styling can be easily accomplished as well as adding functionality. If you are going to be developing an online store, then site maintenance is a must for proper site security. Utilizing 3rd Party plugins such as WooCommerce is highly recommended, or just use PayPal integration.
