You're receiving the error because the variable who is being initialised of data type boolean however the value passed from the readLine method is a String. Remember a boolean can only be true or false which isn't the same as typing "true" or "false" at the prompt as these would still be Strings.
I haven't tested the rest of your code to see if it will work or not but at the very least the who variable will have to be initialised as a String if you're using it in this way.
