What am i missing?

What am I missing. I feel i did it right; maybe didn’t punctuate it correctly.

alert('I DID IT');

needs to go in the shout.js file

You should not have a semi-colon after the ending quotation inside your opening script tag. You can remove the semi-colon and get rid of the alert() message in your .html file, then move it over to the .js file.
