what am i missing

how do i set the echo variable to the returnValue function

I think you just misunderstood the instructions a little bit, look here:

function returnValue(yourParameter) {
  return yourParameter;
}

var echo = returnValue('This string is now the value of the echo variable');

Read the instructions again while you watch that code snippet, do you understand now?
