What are some good ways to maintain website files? What are some good ways to upload website files?

I'm curious about the best ways to efficiently and effectively manage files. Would learning a CMS make this task a lot easier?

I would definitely suggest the Wordpress track and learning git! I'm not sure if I would use git unless I'm collaborating with other developers, but to each their own.
