What does it mean by create a rule?

It is asking me to create a rule for a class element

A "rule" in CSS consists of a selector and a declaration block: The selector points to the HTML element(s) you want to style. The declaration block contains one or more declarations separated by semicolons. Each declaration includes a CSS property name and a value, separated by a colon.

selector {
    property: value;
    /* optionally more properties and values */
}

The code shown in styles.css appears to the be the selector portion of an unfinished rule. It selects items that have a class of "social-link".
