CSS Sass Basics Improve Your Workflow with Sass Nested Selectors

What does it mean to be at the root level?

I understand the root level of a html document to mean the document itself the html tag, however within CSS what does that mean? I have some assumptions, but I need to understand the language so things are fully understood. Any help and links would be greatly appreciated.

Generally, the "root" level of anything will just be the "main" level. Just like HTML elements are nested, and the outermost one is the "root"; sass gives CSS nesting ability and so the "root" would be the outermost (or not nested) level.
