What if I give a bold font a weight of 200? Or i give a normal font a weight of 800?

Basically giving a different weight to a type of font

Its kinda like doing the same thing in your example. If you want greater control over the fonts weight and the font has the capability of supporting it, then use font-weight. On some fonts 800 might be the bold version, some are at 600 so it just depends.

Normally You would set your body text to a "regular" font weight, which depending on the font can be anywhere from 300-500. Then adjust as needed in your design.
