JavaScript jQuery Basics (2014) Creating a Simple Lightbox Perform: Part 2

What is a marker and why does it matter if it's necessary or not?

In jQuery's Perform: Part 2 Andrew brings up the concept of a marker, which I haven't heard before, and then mentions that if someone has JavaScript disabled or doesn't have JS on their browser that something will try to prompt them to download something to read Javascript....Is the marker somehow forcing a person without JS or JS disabled to download something to read JS? I guess I'm pretty confused about what a marker is and does.
