A static website just stores documents which it delivers to a user's browser on demand. Everyone sees the same thing every time they visit the website.

A dynamic website uses a program to create the content that is given to the browser when the user connects. What the user sees will vary, depending on factors such as the time of day, where the user is connecting from, what kind of browser is being used, or perhaps some input provided by the user.
