You are missing the switch statement.

Here is what your code should look like:

for (key, value) in world {
    switch key {
    case "BEL","LIE","BGR":
            europeanCapitals.append(value)
    case "IND","VNM":
            asianCapitals.append(value)
    default:
        otherCapitals.append(value)
    }
}

For this exercise, you are evaluating the value of key, so you'll do: switch key { ... }.

One last note, default: does not accept a condition. It's last resort; that is, if all cases above move it fail to match, it will run whatever you have in its scope.
