What's the purpose of Vagrant?

I understand that it's a virtual machine, but I'm not so sure how that plays into writing with ruby.

Is it connecting to a server? I know that rubyrails is a server sided language so are you required to connect to a server to develop in rails?

But no, you don't need vagrant to write or test Rails app, Does this course taught by Jason required you to install vagrant??
