Android Build a Simple Android App with Java Creating the Screen Layout Adding a TextView

When placing in a Widget, I don't get any of the green and blue lines that show me they are snapping horizontally.

I am trying to place widgets and align them horizontally and vertically, but I get no blue and green lines when I drag them onscreen. Am I just using a newer version of Android Studio that has this feature disabled by default? Where can I enable it? Everything is all jumbled when I run the app!
