Where do we implement the while loop? Also are we modeling the GoKart charging or discharging like the PezDispenser?

I am confused by what the question is asking. I have created the if and then statement and I believe it is correct, however, I have no idea where to implement the while loop or how?

it accepts:

  public void charge() {
    while(!isFullyCharged()){
      mBarsCount++;
    }

    //mBarsCount = MAX_ENERGY_BARS;
  }

this replaces the existing charge method.

Yea I figured it out, mine was a little more code but it worked. Thank you for the help though!
