Which of the following code examples will create an anchor element?

A <hyperlink>Reference=#some_text</hyperlink> B <href>#some_text</href> C <a href="index.html">My Link</a> D <link>My Link</link>

The correct answer is C <a href="index.html">My Link</a> I don't get why. There is no anchor element there.
