Normally, who writes the Privacy Policy for a website? Does it concern the law? If its so, then is it better to find a professional to write it?

My mom works for a law firm, and they have standardized privacy policies that they tweak and modify based on the clients individual needs, so for a fairly standard business, it shouldn't cost much.
Than you, as the web developer, can just copy and paste the legal verbiage and be done with it.
If it's for you, you can get a generic privacy policy from Shopify here: http://www.shopify.com/tools/policy-generator
