Why do people bother to comment in PHP at the top of the header file?

I've noticed a lot of Wordpress theme headers start with a PHP comment but no actual code. Why bother doing this? Wouldn't it be just as simple to comment in HTML.

Great question.

These comments are telling WordPress the name of the template. That way when you go into your pages editor you can select them from the dropdown of theme templates. Check out more information from the codex here
