Normally, I would say that we would start this whole exercise from the 'narrow' viewport, with body font sizes closer to 16px, and then use 'MIN-WIDTH' media queries to move up from there.

I'm not sure where you are in the courses, but Treehouse does teach a "Mobile-First" approach in almost all courses relating to layout. Mobile-first is the preferred way and the most common way for web design.
If I remember correctly, in the very early and elementary courses for HTML and CSS, they don't employ the "Mobile-first" too much, as they are first trying to teach the basic and fundamental properties. But as the courses progress, it is definitely Mobile-first.
