why do we set min height to 20px and then background size do 20px x 20px isnt it the same rule twice?

Background -size doesn't directly correlate with the dimensions of the DOM element it is applied to.

The dimensions specified in background-size will not cause that element to grow to those dimensions.

That is why the min-height: 20px; is applied. To give the DOM element some height.
