Why does 'const' work to define this function, but 'function' wont?

Can someone explain why one of these is successful and the other isn't:

const getRandNum = () => Math.floor(Math.random() * 256);

function getRandNum() {Math.floor(Math.random() * 256);}

Remember that an arrow function has an implicit return — so, the arrow function's actually returning the evaluation of Math.floor(Math.random() * 256. Your function declaration has no return statement, so nothing's 'coming out of' that function.
