Why does the "sudo !!” not ask password?

In the last part of the video, when typing "sudo !!”, it was not asking password. Why? Should all sudo commands ask user’s password for secure? Or cuz the password asked before, so don’t ask again? But if another user now charging my computer and don’t need to input password?

When you use sudo once and enter password it will remember password and not ask you again. I think it will forget though once you quit session.

Anil is right. One thing to mention is its usually tab/window specific. So once you run sudo and type the password in that terminal tab your good to go next time you do sudo. However if you switch tabs and haven't done sudo in the new tab it will probably ask for your password.
