A while loop will indeed not run if the condition is false. But what you have posted is not a while loop. It is a do/while loop with a console.log statement below it.

The while keyword that follows the do keyword is a part of the do/while loop, and simply specifies whether the do/while loop will run more than once. Since it is false in this instance "Hello" is only printed once, if it were set to true instead then "Hello" would have been printed out indefinitely.
