why doesn't my project look like the tutorial?

Below is all of my code for the project for the beginning stages of "how to build a website." When I added the <link section to add the CSS files, my preview did not change like the tutorials did and even when I added style to the footer as the instructions do, the colors did not change. Im asking for a ton of help and I know it gets old but I greatly appreciate any input. Thanks!

Wrap the "head" element around the title and link elements, and wrap the rest in the "body" element. Hope it helps and Happy Coding!

type the <!DOCTYPE html> ( note : type doctype with uppercase ). you forget to use "head" and "body" tag. Download the project in the download section of video and you will see the difference
