Why is 3 the correct answer? I thought dictionaries didn't have an order.

test_dict = {"a": 1, "b": 2, "a": 3}

what value would test_dict["a"] return?

You're right that dictionaries don't have an order. But they also require keys to be unique, so if you load in more than one thing with the same key, only the last one loaded will be retained.
