Why is the text-align property in the main-footer element?

Why/how does the text-align property align the content in the entire page when the property was only placed in the main-footer element? And why wouldn't you place the text-align property inside of the container element instead?

The text-align property only center the footer text. It's the .container {width: 70%; margin: 0 auto;} who centers the other parts. And as its name says it's "text align", meaning if you have something else than text element it won't work. The footer has only text.
