To provide an explanation as to "why" ...

Media queries need to be placed at the bottom of the CSS sheet, so not to be overwritten by rules further down the sheet. Remember the "C" => "Cascading"

Using this as an example, with the Media Query at the top, the h1 font-size is being set to 2.5em. But, if you scroll down the sheet, there is another rule for the h1 that is setting the font-size to 1.75em. So, now the Media Query is unless, as it's rule is being overwritten by this one.

To prevent this from happening and having your responsive design break, it is a very good practice to always have the Media Queries at the end of the file.
