Using rgb for background color requires 3 numbers passed in as the red, green, and blue values. However you are only passing in 1 number. So one way to do it using the function you created would be something like...

var html = "";
function rgb () { 
  return Math.floor(Math.random() * 256);
}

for ( var i = 1; i <=10; i += 1 ) {
  var rgbColor = "rgb(" + rgb() + "," + rgb() +","+ rgb()+")";  
  html += '<div style = "background-color:' + rgbColor + ';"></div>';
}
document.write(html);

This way each red,green, and blue value is generated by your rgb function. I would suggest naming your function something different as rgb() is already used by css, and may seem a bit confusing as they are doing different things.
