Xcode UITableview can't scroll to bottom


I'm working on an app in Xcode where I am using 20 static cells. I changed the height in Storyboard so it displays all of them, but whenever I run the app, it only lets me scroll down to the 13th. Cell. I've tried all sorts of things and read dozens of articles but cannot get it to work. Is there some specific code I need to use to display the height of the content?
