z-index

Why should we give an element a z-index: 1... Instead of giving the 'overlapping' element a z-index: of -1 ?!

I suspect if you have a complex site where many z-indexes are defined, it would quickly get confusing if you had a mix of negative and positive z-indexes. You would most likely end up using multiple digits for your z-index, (eg 100, 200) so you could easily place elements between one another if you had to. (eg. 150)
